The Bush Presidency: Number by Number


As reported in the Blue Herald News the Bush Presidency has many accomplishments that often go unreported. These accomplishments are not necessarily good for Americans. In fact the Bush administration would like nothing better than for the eyes of the public to focus elsewhere.

Below will find a breakdown number by number of some of the "secret" things the Bush administration has been doing. Number by number, many secrets are revealed. Number by number shows they have a lot they need to answer for.

Number by Number;

The Courts

2,072 Orders of the Secretive Foreign Intelligence Surveillance Court.While the Foreign Intelligence Surveillance Court does not reveal much about its activities, the Department of Justice reported that the FISC approved 2,072 orders — rejecting none — in 2005 but does not identify the activities being investigated or provide basic information about how the orders are used.

National Security Letters:

9,254 National Security Letters Issued A Justice Department report on secret wiretap warrants indicated that the government issued 9,254 National Security Letters during 2005. These letters can be used to obtain information about individuals without the government applying for a court-reviewed warrant.

Private Enterprise:

106 New Patents Kept Secret, 4,915 “Secrecy Orders” in effect in 2005, the federal government closed the lid on 106 patents. Overall, that brings the total number of inventions kept under “secrecy orders” to 4,915.

Classified Documents:

$134 Spent Creating New Secrets for Every $1 Spent Releasing Old Secrets.For every $1 the federal government spent in 2005 releasing old secrets, it spent $134 creating new secrets. The good news is that is a $14 drop from 2004. To put this slight drop in context—from 1997 to 2001, the government spent less than $20 per year keeping secrets for every dollar spent declassifying them.

17% of DOD FY 2006 Budget Is Classified or “Black”

“Black” programs accounted for 17 percent of the (FY) 2006 Department of Defense (DoD) budget of $315.5 billion, requested in 2005. Classified acquisition funding has nearly doubled in real terms since FY 1995, when funding for these programs reached its post:Cold War low.

Freedom of Information Act:

FOIA Requests Continue to Rise; Agencies can’t keep up adjusted for an abnormal increase in Social Security Administration numbers, the number of FOIA requests has increased by 65,543 requests since 2004. Agencies overall have been unable to keep up with the number of requests, with 43 percent more pending requests this year than in 2002.Used rarely in the Cold War, “State Secrets” Privilege Used at least 22 times since 2001 reported invocations continue to rise. The “state secrets” privilege allows the sitting U.S. president to nearly unilaterally withhold documents from the courts, Congress and the public. At the height of the Cold War, the administration used the privilege only 6 times between 1953 and 1976. Since 2001, it has been invoked a reported 22 times—an average in 5.5 years (4) that is close to twice as high as the previous 24 years (2.46).

Presidential Signing Statements:

132 Signing Statements challenging over 810 Federal Laws in George W. Bush’s Presidency. In the 211 years of our Republic to 2000, Presidents had issued fewer than 600 signing statements that took issue with the bills they signed. Among recent Presidents, President Reagan issued 71 statements challenging provisions of the laws before him, and President George Herbert Walker Bush issued 146. President Clinton issued 105. George W. Bush has issued at least 132 to date.

  5. Lawmakers employed family members on campaign committees and used campaign funds to pay family businesses or contribute to relatives among other methods that Citizens for Responsibility and Ethics in Washington says warrants an investigation.

    In its report, CREW identified 96 members of Congress* -- 41 Democrats and 55 Republicans -- who used their positions to financially benefit family members. CREW, a Washington-based watchdog group that promotes openness in government, focused on the 337 House committee or subcommittee chairs and ranking members, along with the five leadership positions. It examined campaign finance records from the 2002, 2004 and 2006 election cycles.

  8. The Government Accountability Office issued a report showing that US government agencies ignored Congressional legislation on 30% of the occasions when President George W. Bush issued a 'presidential signing statement' after signing bills into law. The report was released today by Rep. John Conyers (D-MI), Chairman of the House Judiciary Committee, and Senator Robert Byrd (D-WV), Chairman of the Senate Appropriations Committee.

    Rep. Conyers slammed Bush's use of signing statements, which he noted were far more frequent than any previous administration.

    "The Administration is thumbing its nose at the law," he said. "This study calls for an extensive review of these practices, something the Administration has so far refused to do.

  13. An Iraqi Red Crescent report released today says the number of internally displaced people (IDP's) in Iraq has quadrupled since January and is up eight times from a year ago.

    While estimates of the IDP count vary widely -- some groups say as high as two million -- the Iraqi Red Crescent has unrivaled resources to gauge the count: 5,000 staff and 100,000 volunteers across the country.

    The Iraqi Iraqi Red Crescent is the only humanitarian group working in all 18 Iraqi provinces and is the is organization chiefly responsible for providing temporary shelter, food, water, and health care for homeless internally displaced refugees.

    Many IDP's take refuge in the house of extended family or a friend, while others squat illegally in abandoned houses. Many live on the streets or in makeshift mud huts and tin shacks, and tens of thousands of others live in tent cities. The Iraqi Red Crescent report says the province with the greatest number of IDP's is Ninevah (Mosul area), with 239,547, followed by Baghdad, with 196,227.

    Iraq has emerged as the world's second most unstable country, behind Sudan, more than four years after President George W. Bush ordered the U.S. invasion to topple Saddam Hussein, according to a survey released on Monday.

    The 2007 Failed States Index, produced by Foreign Policy magazine and the Fund for Peace, said Iraq suffered a third straight year of deterioration in 2006 with diminished results across a range of social, economic, political and military indicators. Iraq ranked fourth last year.

    That "surge" thing is really working for Iraq!

    Following Bush Signing Statements, Federal Agencies Ignore 30 Percent Of Laws Passed Last Year
    Federal agencies ignored 30 percent of the laws Bush objected to in signing statements last year, according to a report released today by the Government Accountability Office. In 2006, President Bush issued signing statements for 11 out of the 12 appropriations bills passed by Congress, claiming a right to bypass a total of 160 provisions in them.

    In a sample set of 19 provisions, the GAO found that “10 provisions were executed as written, 6 were not, and 3 were not triggered and so there was no agency action to examine.”

    The report, which was requested by House Judiciary Chairman John Conyers (D-MI) and Senate President Pro Tempore Robert Byrd (D-WV), gives the first indication of the impact that President Bush’s signing statements have had on the enforcement of laws passed by Congress.

    In a statement, Byrd said the report shows the Bush administration’s desire to grab as much power as possible:

    The White House cannot pick and choose which laws it follows and which it ignores. When a president signs a bill into law, the president signs the entire bill. The Administration cannot be in the business of cherry picking the laws it likes and the laws it doesn’t. This GAO opinion underscores the fact that the Bush White House is constantly grabbing for more power, seeking to drive the people’s branch of government to the sidelines….We must continue to demand accountability and openness from this White House to counter this power grab.

    Since taking office in 2001, President Bush has issued signing statements challenging over 1,100 laws, claiming that he has the right to bypass them if they interfere with his alleged presidential powers. Though signing statements have been utilized by most presidents, Bush has used them to object to more laws than all previous presidents combined.

    Here are a few of the laws Bush has controversially issued signing statements about:

    - In 2005, after Congress passed a law outlawing the torture of detainees, Bush issued a signing statement saying that he would “construe [the law] in a manner consistent with the constitutional authority of the President . . . as Commander in Chief,” which experts say means Bush believes he can waive the restrictions.

    - In 2006, Congress passed a law requiring minimum qualifications for future heads of the Federal Emergency Management Administration in response to FEMA’s poor handling of Hurricane Katrina. When Bush signed the law, he issued a statement saying he could ignore the new restrictions and appoint a FEMA chief based on whatever qualifications he wanted.

    - In 2006, Bush signed a statement saying he would view a ban on “the transfer of nuclear technology to India if it violates international non proliferation guidelines” as “advisory.” Indian newspapers reported that the government of India took note of Bush’s statement, “raising the possibility it would not take the ban seriously.”

    The GAO report makes a point of noting that although “the agencies did not execute the provisions as enacted,” it cannot necessarily be concluded that “agency noncompliance was the result of the President’s signing statements.” It does, however, provide creedence to claims that confusion created by differing congressional and presidential interpretations of laws could lead increased laxity in the proper enforcement of the law.

  56. People fleeing Iraq have swelled the ranks of the world’s refugees, reversing a five-year decline, the U.N. refugee agency said Tuesday.

    As of the end of last year, the world had 9.9 million refugees, a 14 percent increase over the 8.7 million refugees recorded in 2005, the U.N. High Commissioner for Refugees said in releasing its “2006 Global Trends” report.

    The current total is the highest since 2002, when there were 10.6 million.

    Iran will not rule out using oil as a weapon if the United States resorts to military action against the Islamic Republic over its nuclear program, an Iranian oil official said in remarks published on Tuesday.

    "When the Americans say that military action in regard to the nuclear issue has not been put aside, Iran can also say that it will not put aside oil as a tool," Iran's OPEC governor, Hossein Kazempour Ardebili, told Iran's Sharq newspaper.

None of the oil companies are investing in refining capacity..........instead companies like Exxon are playing games buying back shares so they can make the earnings per share APPEAR higher and so the executitives can pick the shareholders pockets and give them selves huge bonus and stock options.............ah the powers of fscism at work..........nice if your a CEO earming hundreds of millions of dollars at the expense of the working class and shareholders.

    The group, which makes Dairy Milk chocolate, said in a statement that the process to sell Americas Beverages was "actively underway," while 7,500 jobs would go at its confectionery arm which employs some 50,000 staff worldwide.

  84. Former White House aide I. Lewis "Scooter" Libby, who faces prison soon in the CIA leak case, asked a federal appeals court Tuesday to step in and delay the sentence.

    The former chief of staff to Vice President Dick Cheney, Libby was sentenced to 2 1/2 years in prison for lying and obstructing an investigation into the leak of a CIA operative's identity. A federal judge has denied a request to stay the sentence while Libby appeals his conviction.

    In a motion to the U.S. Court of Appeals for the District of Columbia Circuit, Libby argued that the ruling was inappropriate. He said he has a good chance of having his conviction overturned on appeal and should not have to serve jail time while the court challenge plays out.

    Don't worry Scooter, Bush will let you out for good.

    The Army is considering whether it will have to extend the combat tours of troops in Iraq if President Bush opts to maintain the recent buildup of forces through spring 2008.

    Acting Army Secretary Pete Geren testified Tuesday that the service is reviewing other options, including relying more heavily on Army reservists or Navy and Air Force personnel, so as not to put more pressure on a stretched active-duty force.

    Housing developers are being squeezed by tighter lending standards for borrowers trying to get mortgage loans. In response to weak demand, developers are cutting prices and offering buyer incentives to cope with a mounting supply of unsold homes, the National Association of Home Builders said Monday.

    The trade group's housing market index, which tracks builders' perceptions of current market conditions and expectations for home sales over the next six months, fell to 28, the lowest reading since February 1991, the NAHB said.

The latest statistics on housing starts gave them only the faintest glimmer of hope. While there are some pockets of strength, it’s too soon to know when the industry will hit bottom, homebuilders and economists say.

    Amid sluggish sales and rising problems with mortgage defaults, construction of new homes and apartments fell 2.1 percent in May, the worst performance since a nearly 14 percent plunge in January according to the latest data from the Commerce Department.     The existence of the Washington grand jury investigation is the strongest indication to date that Stevens himself has become a subject of the wide-ranging federal probe that surfaced with FBI raids on state legislative offices last August. Former State Sen. Ben Stevens, Ted Stevens' son, was among the legislators whose offices were searched. Ben Stevens has denied wrongdoing.

    Since Sept. 11, 2001, dozens of radical groups have sprung up across North Africa, the Middle East and elsewhere that claim links to al-Qaida.

    Some of these groups are new. Others are long-standing networks that have recently tacked the al-Qaida name onto their own.

    Intelligence officials say some of these groups really are part of al-Qaida, while others are simply local bands of religious militants. Either way, they present worrying evidence of an expanding, revitalized al-Qaida.

    For a local terrorist group, joining al-Qaida makes it harder for members to move around — and harder to raise funds openly. But, on the plus side, publicity will increase, which is good for recruitment. A link to al-Qaida may bring other monetary investment. And, seen through the eyes of would-be jihadi, al-Qaida means prestige.

    "Al-Qaida, because of its perceived success — especially in Iraq — is the team you want to be on," said Daniel Benjamin, of the Brookings Institution, who was formerly a director for counterterrorism at the National Security Council.

    The appearance of new offshoot groups across the Middle East and North Africa is good news for al-Qaida's core leadership, believed to be holed up in Pakistan, Benjamin said.

    "Remember, what al-Qaida wants most is to mobilize the Muslim world. And so every time a new group signs on, particularly takes the name, then it's — it's a coup for them," Benjamin said.

    One of the most significant recent developments along these lines is the appearance, in Algeria, of "Al-Qaida in the Islamic Maghreb." This is not a new group. Under its previous guise, the Salafist Group for Preaching and Combat, it worked for years to overthrow the Algerian government. But this past September brought a formal announcement that the group's ambitions were about to widen.

    Since Ayman Al-Zawahiri, al-Qaida's No. 2 official, announced that the Algerian group had joined forces with Osama bin Laden, the group has stepped up attacks, including an April suicide bombing in Algiers that killed some 30 people.

    This is worrying enough. But the real fear among intelligence officials and analysts is that the new partnership with al-Qaida brings new obligations to attack what's known as the "Far Enemy" — the West. This month, police in Milan arrested several members of the group, who were allegedly planning attacks in Italy.

    Along with developments in Algeria, this spring also saw a pair of explosions in neighboring Morocco. Richer says this area of the world — North Africa — is his single greatest concern right now in the war on terrorism. But he cautions against concluding that al-Qaida has launched a coordinated effort to destabilize North Africa.

    A senior U.S. counterterrorism official, who asked not to be named while speaking on intelligence matters, told NPR, "Al-Qaida's been eager to merge with groups far and wide. But you have to prove you'll bring something to the relationship. Fatah al-Islam is too small and too unpredictable. And Lebanon is a quagmire even for al-Qaida, which is saying something."

    Meanwhile, there's growing concern about a Palestinian al-Qaida cell forming inside Gaza.

    "If Gaza descends into chaos, I would argue it would become much easier for al-Qaida-like-minded groups to establish networks in Gaza," said Fawaz Gerges, chair of international affairs and Middle Eastern studies at Sarah Lawrence College. Gerges has spent the past year traveling across the Middle East, collecting material for a new book on radical Islam. He argues that the fighting among rival Palestinian groups sets the stage for al-Qaida to move in.

    "Remember, al-Qaida breeds on chaos and war," Gerges said. "And if the Palestinians descend into all-war, in the next few weeks we'll likely witness the emergence of new networks, who tend to subscribe to al-Qaida ideology."

    "The jihadist movement,
    essentially, has been growing and strengthening since the invasion of Iraq," Benjamin said. "That, I think is clear. It's also that their ambitions are intact, and their willingness to try big, dangerous conspiracies is there."

    Jimenez Missing Since Unit Attacked By Insurgents

    The wife of a soldier missing in Iraq could face deportation, her lawyer told a television station.

    Army Spec. Alex Jimenez, who has been missing since his unit was attacked by insurgents in Iraq on May 12, had petitioned for a green card for his wife, Yaderlin, whom he married in 2004, Boston's WBZ-TV reported Tuesday.

    Their attorney, Matthew Kolken, said Yaderlin illegally entered the United States from the Dominican Republic in 2001. Her husband's request for a green card and legal residence status for her alerted authorities to her situation, Kolken said.

    The attorney said his client would not be eligible for a green card under normal circumstances, but he is seeking a hardship waiver for her. If she were to have to leave the U.S., she would have to wait 10 years before reapplying.

    "I can't imagine a bigger injustice than that, to be deporting someone's wife who is fighting and possibly dying for our country," Kolken told the station.

The stock market may be climbing and the unemployment remains relatively low, but 7 in 10 Americans believe the economy is getting worse -- the most negative reading in nearly six years.

    Only one in three Americans rate the economy today as either excellent or good, while the percentage saying the economy is getting better fell from 28% to 23% in one month.

    Gallup adds: "For the first time this year, a majority of Americans are negative about the employment market, saying it is a bad time to find a quality job."

    About this Rove email story, I literally laughed out loud when I read a quote from Tony Blowhard:

    White House spokesman Tony Snow declined to respond directly to the staff report, but he defended the use of the Republican Party e-mail system. He said aides used RNC equipment and the e-mail network to comply with federal laws that prohibit the use of government supplies for partisan political activity.

    "This is an administration that is very careful about obeying the law," he said.

    Oh yeah? Since when?

  180. I work for a different phone company so I have a bit of inside info -- the $10 DSL is for 768k ... faster than dial up I will grant you but calling it high speed internet is a bit of a stretch.

  181. Larry, the numbers are staggering. What really does me in, though, is Congress's reluctance to impeach. This administration has operated with total disregard for law - the signing statements alone should be impeachable, because it puts him in the position of rewriting the laws passed by Congress!

    Yeah, I kinda figured it was either 768K or dial up..........thats still a great price, I pay more for dial up.

  183. I will definitely agree that it's a great price ... and I sell quite a few 768k DSL's and it is worlds better than dial up.

    I do recommend though that if you decide to do any kind of neworking, upgrade to 3.0 megs

    Verizon is the company I work for. They are pouring a ton of money into the fios and most of the customers I've talk to who have it love it. I havent been trained in fios yet though so I cant give you an informed opinion -- all I know is the company hype.

    I will tell you one thing though, Verizon is gambling everything they have on fios ... if it's a bust then we'll be out of business. The powers that be are determined to make it a success ... more so than anything they've ever put out before.

  189. yeah Verizon is betting the farm on cutting into Cable's cash cow and grabbing market share and they can ONLY do that by offering a superior product.........higher speed Internet, more TV channels and lower price..........but I havent heard much about this new technology lately...........The Telecos won a key victory from the FCC by not having to win approval and negotiate deals with every single municipality like Cable does so i'm assuming this will speed the rollout and lower the price of this new technology.

I agree AT&T and Comcast are WAY to big........those mergers should have never been allowed but the Bush admin and the SEC and FCC are infiltrated by corporate fascists.......a cmpany can never be too big too powerful or too rich for them..........the could care less about diversity of choice or oppinion, price gouging or competitive markets.

    They are for the special interests and have nothing but contempt for the working class.

    VOIP stands for Voice Over Internet Protocol ... essentially, it's phone service that uses high speed internet rather than traditional phone lines. Vonage is the largest and most well known provider. Cable telephone is very similar.

    VOIP doesnt really have a future though -- the quality isnt as good as traditional phone service and while it is cheaper, it relies on high speed internet to work. There are two main types of high speed internet -- DSL and Cable modems. DSL requires a phone line (thus making voip kind of redundant) and cable goes out too frequently. 911 service doesnt work nearly as well with VOIP and security systems dont work at all.

    The other problem is Vonage recently lost a major lawsuit case over patent infringement ... it's going to end up costing them a lot of money and they likely arent big enough to survive.

    I could see Google offering free e-mails......in fact I think they do, but theres no way they could offer free Internet and Cell phone.......that business plan would NEVER work.
