WASHINGTON - For the first time astronomers have discovered a planet outside our solar system that is potentially habitable, with Earth-like temperatures, a find researchers described Tuesday as a big step in the search for "life in the universe."

The planet is just the right size, might have water in liquid form, and in galactic terms is relatively nearby at 120 trillion miles away. But the star it closely orbits, known as a "red dwarf," is much smaller, dimmer and cooler than our sun.

Did the most powerful Republicans in America have the computer capacity, software skills and electronic infrastructure in place on election night 2004 to tamper with the Ohio results to ensure George W. Bush's re-election?

The answer appears to be yes.

On Election Night 2004, the Republican Party not only controlled the vote-counting process in Ohio, the final presidential swing state, through a secretary of state who was a co-chair of the Bush campaign, but it also controlled the technology that allowed the tally of the vote in Ohio's 88 counties to be reported to the media and voters.

Privatizing elections and allowing known partisans to run a key presidential vote count is troubling enough. But the reason Congress must investigate these high-tech ties is there is abundant evidence that Republicans could have used this computing network to delay announcing the winner of Ohio's 2004 election while tinkering with the results.

Bob Fitrakis is a political science professor and attorney in the King Lincoln Bronzeville civil rights lawsuit against Ken Blackwell. Fitrakis, Rosenfeld and Harvey Wasserman are authors of What Happened in Ohio? A documentary record of theft and fraud in the 2004 election.

Did the most powerful Republicans in America have the computer capacity, software skills and electronic infrastructure in place on election night 2004 to tamper with the Ohio results to ensure George W. Bush's re-election?

The answer appears to be yes. There is more than ample documentation to show that on Election Night 2004 , Ohio's "official" Secretary of State website—which gave the world the presidential election results—was redirected from an Ohio government server to a group of servers that contain scores of Republican web sites, including the secret White House e-mail accounts that have emerged in the scandal surrounding Attorney General Alberto Gonzales’s firing of eight federal prosecutors.

Recent revelations have documented that the Republican National Committee (RNC) ran a secret White House e-mail system for Karl Rove and dozens of White House staffers. This high-tech system used to count and report the 2004 presidential vote—from server-hosting contracts, to software-writing services, to remote-access capability, to the actual server usage logs themselves—must be added to the growing congressional investigations.

Numerous tech-savvy bloggers, starting with the online investigative consortium epluribusmedia.org and their November 2006 article cross-posted by contributor luaptifer to Dailykos , and Joseph Cannon's blog at Cannonfire.blogspot.com, outed the RNC tech network. That web-hosting firm is SMARTech Corp. of Chattanooga, TN, operating out of the basement in the old Pioneer Bank building. The firm hosts scores of Republican websites, including georgewbush.com, gop.com and rnc.org.

The software created for the Ohio secretary of state’s Election Night 2004 website was created by GovTech Solutions, a firm co-founded by longtime GOP computing guru Mike Connell. He also redesigned the Bush campaign's website in 2000 and told Inside Business magazine in 1999, "I wouldn't be where I am today without the Bush campaign and the Bush family because the Bushes truly are about family and I’m loyal to my network."

Ohio's Cedarville University, a Christian school with 3,100 students, issued a press release on January 13, 2005 describing how faculty member Dr. Alan Dillman’s computing company Government Consulting Resources, Ltd, worked with these Republican-connected companies to tally the vote on Election Night 2004.

"Dillman personally led the effort from the GCR side, teaming with key members of Blackwell's staff," the release said. "GCR teamed with several other firms—including key players such as GovTech Solutions, which performed the software development—to deliver the end result. SMARTech provided the backup and additional system capacity, and Mercury Interactive performed the stress testing."

Did Ohio Republican Secretary of State J. Kenneth Blackwell or other GOP operatives inflate the president's vote totals to secure George W. Bush's margin of victory? On Election Night 2004, many of the totals reported by the secretary of state were based on local precinct results that were impossible. In Clyde, Ohio, a Republican haven, Bush won big after 131 percent voter turnout. In Republican Perry County, two precincts came in at 124 percent and 120 percent respectively. In Gahanna Ward 1, precinct B, Bush received 4,258 votes despite the fact that only 638 people voted for president. In Concord Southwest in Miami County, the certified election results proudly proclaimed at 679 out of 689 registered voters cast ballots, a 98.55 percent turnout. FreePress.org later found that only 547 voters had signed in.

These strange election results were routed by county election officials through Ohio's Secretary of State's office, through partisan IT providers and software, and the final results were hosted out of a computer based in Tennessee announcing the winner. The Cedarville University releases boasted the system "was running like a champ." It said, "The system kept running through the early morning hours as users from around the world looked to Ohio for their election results."

    Scarborough (A former republican congressmen) looked the camera in the eye, and said (paraphrasing) "You're hearing this from a war hawk and someone who supported this war from the beginning, until the destruction of the mosque, then I realized this thing was lost. Unless the American taxpayers pony up and are willing to pay enough taxes to fund 300 to 400 thousand troops to send there, and thats not gonna happen, then theres no way we're gonna win this thing".

    The way this would probably break is like the Nixon administration: Cheney would resign, the Congress would graciously allow Bush to appoint a new Veep (who would have to pass a Senate confirmation, so look for someone with moderate credentials, possibly Giuliani), and then Bush would be impeached, tried, hanged, and convicted.

    Not necessarily in that order, of course.

    You MUST see Scarborough Country from today. His interview with Bill Maher on Christianity was incredible.

    Scarborough actually hit the important points in defending Christianity.

    Maher makes excellent points too, but he has what the scientific community calls "an axe to grind".

    So does Scarborough of course, as do all Christians, but they admit it. Maher comes in under the guise of impartiality and yet he's not. He's a "debunker", and his goal is to refute Christianity and most if not all of its followers.

    Scarborough did a good job of pointing out the true message of Christianity that these evangelicals have completely missed.

    When I heard that 5 million emails were "deleted," I assumed many if not most dealt with the illegalities of Karl Rove and specifically, the theft of two Presidential elections.

    The Tillman\Lynch thing today shocked even me in thier frankness and openess in condemning the Bush administration. Tillmans Brother was eloquent and rock hard in his conviction, and he spoke with power and authority. Lynch was precise and to the point, and Tillmans Mom was riveting.

    This one did some damage.

    This is just where "officials" upload the tally results.

    Inaccurate early Tally results can cause changes in the outcome of the election. And the state government was redirecting people to RNC controlled servers?

    The first time these liberal geeks discovered this was in October 2006 (over half a year ago) when they published "What Happened in Ohio", which may be now purchased on Amazon at the steeply discounted price of $7.18.

    A small problem, of course, was that a recount of the votes was done in Ohio as in several other areas and the result was always the same: Bush Won.

    It is kinda thorough; it includes about 150 referenced sources on the topic "2004 U.S. presidential election controversy and irregularities".

    Vote Macines can't Go Wrong, Go Wrong, Go Wrong

    Its Simple in close elections, we need to be able to recount the votes. thats most obvious in Palm Beach County, where voters booted out the long serving supervisor of elections, Theresa lePorem in 2004 partly because she didnt think the new touch screen technology, brought in to replace those disasterous punch cards, needs paper backups.

    unfortunately the paper trail has gone cold under lePore's successor. Instead of leading the charge for change, Arthur Anderson is taking it slow.

    But Anderson's complacency isnt the only roadblock to a paper trail.

    Here's a potentially bigger hurdle: Florida has rewritten its election law to eliminate almost all manual recounts in touch screen voting.

    The reasoning is that the computerized touch screens are incapable of error. After all the machine wont let you overvote or undervote,-that is vote for too many candidates or unintentionally leave blanks, the major problems in past election challenges.

    Just one problem, the machines can be wrong. Ion Sancho, Leon County elections heaqd since 1988, is a self described maverick and stickler for making every vote count. In the shambles of 2000, voting here went virtually error free.

    Last year, sancho discovered the supposedly impossible- that Diebold election Systems touch screens and optical scanning machines had serious security flaws.

    And now he;s paying for his audacity. Possibly with his job. sancho challenged hackers to break into his voting machines four times. They always succeeded.

    in December for example, a Finnish security whiz named Harri Hursti manipulated a memory card that records votes in an optical scanning machine that uses a technology similar to a touch screen machine's.

    Sancho tested the results with a little in-house referendum. The question was: "Can the votes on this Diebold system be hacked using a memory card?"

    Most of the veight participants filled out their paper ballots "No"

    but guess what? The Machine that read the votes gave the victory to "yes"

    sancho raised alarms, florida Secretary of state Sue Cobb, a Jeb Bush appointee, ignored him. and then took away a $564,000 federal grant for disabled-accessible voting machinery.

    but in Calafornia, where Diebold machines are in wide use, top elections officials heard about Hursti's experiment and commissioned a study. Researchers in Berkely confirmed: Someone could easily gain access to the system, change votes and leave no trace.

    "the only way to detect and correct the problem "they reported last month, "would be by recount of the original paper ballots"

    Assuming there are paper ballots.

    Diebold now refuses to deal with Leon County. So do the other two manufacturers authorized by Florida, Election systems and Software and Sequoia Voting System (which makes Palm Beach County's equipment). Both cite business reasons.

    Sancho says he's been "blackballed". A Miami election-reform group agrees and wants Attorney General Charlie Christ to investigate.

    If this werent trouble enough, Cobb has threatened Sancho with legal action for missing a deadline to obtain accessible voting machines. Worst case, the state senate could remove him from office.

    "Excuse me?" Sancho argues. "You set up a monopoly by telling me I can only buy three machines? And now i'm a derelictbecause the manufacture's wont sell to me because i've exposed security flaws?

    "There's something wrong with this picture"

    Sure is.

    And how's this for Irony? After California verified Sancho's finding, Florida's Elections Supervisor issued a "technical advisory" on March 3 urging a tightning of security procedures for "all voting systems deployed in Florida"

    Not one word acknowledging Sancho or Leon County's role in flushing this problem out.

    Sancho is rare among Florida's 67 elections supervisors in challenging the industry's claims of inerrancy. "All of these systems are very complex" he notes, "One switch gets improperly pushed and you have what they call a glitch or a snafu or a hiccup.

    "Actually you have a problem thats depriving a citizen of his vote"

    By raising the right questions about the new voting technology, this official in a distant county has performed a crucial public servive for all of us.

    Sancho should be hailed as a hero. Instead, he is an object lesson in the perils of blowing the whistle.

    Actually, the cap for 2007 is $97,500, and this floor on SS taxes rises every year, so higher income folks pay an ever larger share of their income into the Social Security ponzi scheme, for which they get no increased benefit.     So the fact remains that according to the IRS, our federal income tax is highly progressive with the top 5% of income earners paying over 57% of federal income taxes in 2004. Meanwhile the Earned Income Credit, with a negative tax rate expanded under George Bush increased by 6%, providing millions of low income taxpayers with a refund based upon income they never earned.     Corporate Tax Breaks

    Recklessly ignoring growing needs, ballooning deficits, and falling revenues, Congress is considering more unpaid-for tax cuts, this time for corporations. Facing the threat of $4 billion in trade sanctions from the European Union, Congress must repeal a tax subsidy for U.S. exporters that the World Trade Organization has ruled in violation of international trade agreements. Instead of crafting a measured, deficit-neutral response, however, some legislators have used this as an opportunity to create new tax breaks for corporations. These new tax breaks are not fully offset by the repeal of the export subsidy and thus would further enlarge the already massive federal deficit.

    Representative Bill Thomas (R-22nd, CA), Chairman of the House Ways and Means Committee, has proposed a bill, H.R. 2896, that would grant corporations new tax breaks totaling $128 billion over the next decade. The Thomas proposal only offsets a portion of these new tax cuts, bringing the official ten-year price tag to $60 billion. In reality, however, the cost of these tax cuts will be far greater over the long term. The Thomas tax cut package uses budget gimmicks – like phasing in the tax cuts over the next decade and artificially scheduling some provisions to expire – to mask the true cost of the bill. After 2013, the last year included in official estimates of the bill’s cost, the tax breaks in H.R. 2896 will likely cost the federal government more than $120 billion per decade.1

    Moreover, H.R. 2896 could result in even more loss of revenue, as the bill could create additional opportunities for corporations to avoid paying their fair share of taxes. By weakening current anti-abuse laws, the Thomas tax bill could make it easier for U.S. corporations to shelter their profits abroad. Also, a provision offering a temporary tax reduction for corporations that repatriate overseas profits could potentially encourage more overseas tax sheltering.2

    With the rising costs of war in Iraq and its aftermath, with an aging population about to strain Social Security and Medicare resources, and with mounting, unmet needs for education, healthcare, homeland security, and many other services, America simply cannot afford more unpaid-for tax cuts. Yet, once again, lawmakers have proposed a bill that undermines our ability to fund critical programs and burdens future generations with additional debt in order to enact unwarranted tax breaks.

    U.S. corporations already enjoy a relatively low tax burden: the average effective corporate tax rate has declined steadily since the 1950’s3, and U.S. corporations have a smaller tax burden than three-quarters of the countries in the Organization of Econonic Cooperation and Development.4 Moreover, U.S. corporate income tax revenues have reached historical lows. In 2003, corporate income tax revenues represented only 1.2 percent of the Gross Domestic Product and only 7.4 percent of all federal tax receipts, the lowest levels since the 1930’s, except for 1983.5

    Despite these historical lows, however, lawmakers have sought to further reduce corporate taxes at the expense of future financial security and our ability to fund critical national priorities. With already overwhelming deficits projected to exceed $500 billion in 2004 and to total $5 trillion over the next ten years6, we cannot afford additional unpaid-for tax cuts that will add to the burdensome national debt that future generations will have to repay and crowd out crucial services, like education, health care, Social Security, and homeland security.

    Distribution of the 2001-04 Tax Cuts

    In May 2001, Congress passed the Economic Growth and Tax Relief Reconciliation Act (EGTRRA), sweeping legislation that reduced individual income tax rates; gradually reduced and eliminated the estate tax; doubled the child tax credit and made it partially refundable; reduced marriage penalties (and increased marriage bonuses); enhanced the child and dependent care credit; increased contribution limits on tax-deferred retirement savings vehicles, such as IRAs and 401(k)s; expanded credits and deductions for education-related expenses; and temporarily increased the alternative minimum tax (AMT) exemption. To keep the official 10-year cost estimate of the legislation to $1.35 trillion, Congress phased in many provisions over several years and allowed the entire bill to "sunset," or expire, at the end of 2010.

    Two years later, Congress passed the Jobs and Growth Tax Relief Reconciliation Act (JGTRRA), which accelerated the individual tax rate reductions in EGTRRA that were not scheduled to take place until 2006. It also sped up other major provisions in EGTRRA, such as the increased child credit and some marriage-penalty relief provisions. In addition, the legislation reduced the tax rate through 2008 on most long-term capital gains and applied the capital gains rates to dividends, which had previously been treated as ordinary income. Again, to keep the official 10-year cost of the bill to $350 billion, the legislation sunsets by 2010.

    The Working Families Tax Relief Act of 2004 (WFTRA) extended temporarily some of the provisions in EGTRRA and JGTRRA, such as the increased child credit, the new 10-percent bracket, some of the marriage-penalty relief provisions, and an increase in the AMT exemption. WFTRA accelerated an increase in the partial refundability of the child tax credit. The official 10-year cost of the bill is $146 billion.

    The tax cuts are regressive. In 2005, EGTRRA, JGTRRA, and WFTRA tax cuts averaged 2.6 percent of after-tax income ($742) for those in the middle quintile of the income distribution. Those in the top 1 percent received an average tax cut of 4.6 percent of after-tax income ($34,948). The top one-tenth of 1 percent-taxpayers with income greater than $1.75 million-received an average tax cut of 5.6 percent of after-tax income ($185,533).
    The tax cuts will become even more regressive. This occurs because some of the provisions that primarily benefit upper-income families-such as repeal of the estate tax-phase in gradually. If the tax cuts are made permanent and AMT relief is extended, then in 2011 the top one-tenth of 1 percent of income earners will receive an average tax cut of 7.5 percent of after-tax income ($307,135), and the top 1 percent will receive an average cut equal to 6.5 percent of after-tax income ($61,442). Those in the middle of the income distribution will receive an average cut of 2.3 percent ($836).
    Making the tax cuts permanent will shift the burden of the federal tax system onto middle-income taxpayers. In 2011, if the tax cuts are made permanent and there is an AMT fix (see the discussion on page 5), taxpayers in the top 1 percent of the income distribution would receive 28.2 percent of the total benefits although they pay only 24.7 percent of all federal taxes. As a result, their share of the overall federal tax burden would fall by 0.5 percentage points. By contrast, the share of the overall federal tax burden paid by households in the middle of the income spectrum would rise by 0.1 percentage points; they would receive only 7.7 percent of the tax cut benefits even though they pay 8.2 percent of all federal taxes.
    Tax cuts do not represent a free lunch. Virtually all economists agree that at some point, tax cuts must be paid for with either spending reductions or other tax increases. Assuming they are either financed with spending cuts or a combination of reduced spending and progressive tax increases, more than 70 percent of households will be net losers; only those in the top income quintile will, on average, benefit.

    Distribution of the 2006 Tax Cuts

    In May 2006, Congress passed the Tax Increase Prevention Reconciliation Act of 2005 (TIPRA), which extended through the end of 2010 the reduced rates on capital gains and dividends originally enacted by JGTRRA; increased the AMT exemption level but only for 2006; eliminated the income limitation on converting traditional IRAs to Roth IRAs beginning in 2010, effectively doing away with the income cap for Roth IRA contributions; and extended the increased expensing allowance for businesses.

    Later in 2006, Congress passed the Pension Protection Act of 2006 (PPA), the first legislation that makes some EGTRRA provisions permanent. These include elements affecting pensions, IRAs, and the saver's credit, which provides a government match for contributions by lower- and moderate-income taxpayers to tax-deferred savings vehicles.

    TIPRA is highly regressive. The top one-tenth of 1 percent of income earners will receive an average tax cut of $83,966, equivalent to 2.4 percent of after-tax income. Taxpayers in the middle of the income distribution will, on average, receive $20, or less than one-tenth of 1 percent of after-tax income.
    TIPRA shifts the tax burden away from upper-income earners. Taxpayers in the top fifth of the income distribution receive 93.6 percent of the benefits of this legislation although they pay only 72.1 percent of federal taxes. As a result, their share of the overall federal tax burden falls by 0.8 percentage points. Those in the middle of the income spectrum receive 0.9 percent of the benefits.
    The Roth conversion provision in TIPRA is a stealth budget-buster. The official Joint Committee on Taxation cost estimate shows the Roth conversion proposal generating a $6.4 billion revenue gain over the next 10 years. In fact, the provision begins losing revenue annually in 2014-in present value terms, the net loss in federal revenue through 2049 is more than $14 billion.
    PPA is roughly distributionally neutral. Because of the saver's credit provisions, lower- and moderate-income taxpayers receive about the same average increase in after-tax income as those in higher-income brackets, between 0.1 and 0.2 percent.
